If you experience this problem it is most likely related to a firewall setting. An FTP session is actually composed of two connections.

1) A command connection

2) A data connection The test connection button will only try to connect to the FTP server over the command connection.

To fix this issue, try to change whether or not you are using passive FTP. Our servers are set to usually work better using passive FTP checked.
